The Potential Human Cost of Cyber Operations

This is the first of several articles/essays on the human cost of cyber-operations, most especially offensive activities that may spread to civilian populations, even if unintentionally. It raises questions about collateral damage even to people who are not directly dependent on cyber technology. Moreover, it raises policy questions about norms for international behavior such as those developed by the Global Commission on the Stability of Cyberspace. These considerations reinforce the need for consequential analysis before undertaking offensive cyber operations to assess the potential for unacceptable collateral damage.
